  1. Background on the project  
 
CORDIO East Africa in partnership with NGOs in four Western Indian Ocean (WIO) countries, including Tanzania, Mozambique, Madagascar, and Comoros, is leading the implementation of the third component of the project “Integrated Management of the Marine and Coastal Resources of the Northern Mozambique Channel” (NOCAMO). The main objective of the project is to incrementally secure community livelihoods and wellbeing through the sharing and replication of best practices in community-based marine resource management by 2025. It aims for the protection and joint management of the Northern Mozambique Channel (NMC) area. This covers a surface of approximately 700,000 km2 and extends from approximately 9°S latitude near Aldabra Island to the north, up to 17°S latitude in the narrowest part from the Mozambique Channel to the south. It is fully covered by the EEZ of the countries of the region: Tanzania, Mozambique, Madagascar, Union of the Comoros, Seychelles, and France.
 
WWF-Madagascar, who is leading the project, which is focusing on the strengthening and scaling up of coastal community-based conservation (CBC) in the Western Indian Ocean, has increased efforts on coordination and collaboration among partners at national and regional levels to ensure complementary and effectiveness of the Community Based Natural Resource Management (CBNRM). To support and co-finance activities of this third component of the forementioned NOCAMO project, WWF-Madagascar has facilitated the completion of a shared vision for scaling CBC at a regional level, ensuring uptake and replication of successful CBNRM approaches across the region, developing and promoting common management/monitoring tools, and helping to coordinate individual and collective work plans across the partners. While there have been several regional-level reflections around some aspects (e.g., mangrove management), no clear regional vision has emerged as per community-based marine resource management. Through this framework, WWF and CORDIO have led jointly the development of such vision for marine CBC among the key partners (i.e., SWIOTUNA, WWF Offices) as an elemental step towards effective cross-learning.
 
WWF and CORDIO strive to facilitate knowledge sharing through the establishment of a regional learning network where successful experiences and practices can be transferred across communities, enhancing and improving effective CBNRM practices. However, the perennity of a learning institution network appears to be lacking mainly due to project-oriented approaches, therefore resulting in inconsistent capacity building within coastal communities in the long-term.
 
For the above reasons, a desktop review of CBNRM learning institutions combined with a series of interviews with CSOs and representatives of communities regarding capacity needs at local level is part of data collection.  In addition, a compilation of existing CBNRM best practices should be identified within Comoros, Madagascar, Mozambique, Tanzania and Kenya. The consultant is tasked to share key findings of the work gathering perspectives and opportunities on CBNRM models, during the regional workshop. For its success, the consultant is expected to co-design it with WWF and CORDIO team.
 
 
  1. Objectives of the assignment
 
The study will contribute to the implementation of outcome 3 “establish a CBNRM learning network across the SWIO region”. Specifically, the consultant is tasked to:
 
  1. Identify the capacity needs of the communities – Community fisheries organizations/Coastal communities/CBNRM with the cooperation of the national and regional coalition of CSOs in terms of information sharing;
Capture the five areas agreed between WWF offices, CORDIO, and SWIOTUNA  during the WIOMSA 2022 – Policy, Governance capacity gaps, community-led small-scale fisheries, social economic resilience, human-rights-based approaches and principles, and ecosystem resilience;
  1. Map out relevant learning and training institutions within the focal countries for NOCAMO and the broader WIO region countries;
  2. Assess current offers proposed by the training institutions in relation to the five areas and capacity needs within the SWIO region;
  3. Contribute (co-design and presentation) to the regional workshop to explore the establishment of a learning network and share effective practice models identified. It will convene the national key actors from the involved countries, with discussions on how best to fill sustainably gaps way in CBNRM capacity building.
 
  1. Expected results
 
The consultant will perform the following tasks:
  1. Conduct a technical inception meeting upon the signature of the contract;
  2. Desktop review and interviews of representatives of communities and CSOs (in-person and/or virtually);
  3. Prepare a summary report for dissemination including practical and concrete recommendations in the form of presentation;
  4. Contribute to co-designing the workshop including technical preparation and reporting of the workshop;
 
  1. Deliverables
 
The consultant will be responsible for the following deliverables under the supervision of CORDIO:
1.    Regional desktop review of CBNRM learning institutions and regional desktop review of CBNRM best practices listed.
2.    Presentation of a summary report with key findings for the regional workshop.
3.    Co-design the regional workshop while supporting the selection of participants.
4.    Final report of the regional workshop.

  1. Assignment period
The execution of the entire contract is to take place between 15 Feb 2024 – 28 June 2024. The deadlines for the individual work sections are listed under deliverables in this ToR. The completion of the consultancy work should not exceed 40 working days, spanning over four (04) months upon the date of the signature of the contract.
 
  1. Eligibility/Qualification of Consultant
The consultant shall have a Bachelor or Master degree in environmental studies, development studies, pedagogic or related subjects. Experience of field work in SWIO Region is indispensable.
 
The consultant should have the following competencies:
  • At least 5 years of relevant experience working with the international conservation NGOs and other key regional actors such as WIOMSA;
  • Demonstrated understanding of issues related to capacity needs of coastal communities in the SWIO region;
  • Ability to collect, analyze data to compile and synthesize information in coherent and succinct formats;
  • Proven experience organizing and coordinating physical workshops with different audiences;
  • Ability to plan independently and manage conflicting priorities, and work under pressure;
  • Having good skills in extracting and summarizing important information as well as drawing out key recommendations in written and verbal modes;
  • Proven experience in writing high quality report;
  • Excellent written and oral communication skills in English, and good level of one or two languages in the SWIO (Kiswahili, French, Portuguese) would be an additional asset during the interview.
 
  1. Coordination and supervision
WWF and CORDIO are in close collaboration in dealing the CBNRM in the WIO region. Therefore, the consultant assigned to the current work will be under the technical supervision of the main responsible Joshua Rambahiniarison from CORDIO, with the support of the Coastal Community Coordinator of WWF SWIO, Maafaka Ravelona.

b)    A financial proposal in USD. The budget should give details of consultancy days by category as well as daily rates, along with management secretariat costs (if appropriate). Daily rates and expenditures should be shown separately. The offer should also show tax-exempt and taxable costs. Where costs are tax-exempt, explanations should be provided. (Please note that any costs for developing proposals in response to this assignment are not reimbursable).
 
If any, WWF will directly pay for all expenses related to travels, so those expenses should not appear in the consultant offer. The rate of Per diem and Accommodation should not exceed WWF’s rate and the airfare is based on Economic class.
 
For the particular case of non-resident consultants, the consultant is subject to the payment of the Tax on Income from Non-Resident (under Article 01.01.14.'s Tax Code CGI) up to 10% (or 5 % if based in Mauritius). A remark on this tax should appear in the financial offer (Please note that any costs for developing proposals in response to this assignment are not reimbursable)
 
  1. Evaluation of Applications
An evaluation committee will review and rank the received offers.  The evaluation of the technical proposal being completed prior to any price proposal being opened and compared.
 
Applications will be evaluated as follows:
-       Understanding and technical soundness and merit of methodology to execute the assignment (40 points);
-       Organizational capacity and expertise to execute the assignment (25 points);
-       Past experience and performance relevant to the assignment (25 points);
-       Timetable (10 points)
 
The adjudication returns to the technical best offer (among those higher than or equal to 60/100) whose financial offer does not exceed the budget available. The possibility of negotiation is not excluded in conditions that the technical best offer makes a financial offer exceeding available budget.
 
  1. Notes on canceling the current tender
The current offer may be canceled under the following conditions:
·      Competitiveness is not adequate;
·      No offers meet the requirements;
·      Received offers significantly overreach the proposed budget.
 
  1. Conditions of the tender
The proposed work will be carried out under contract attached as an annex to the present TORs. The contact will be drawn up after the offer has been confirmed. The consultant will assume all fiscal responsibilities relative to his/her tax status. As an independent employee, the consultant is responsible for the payment of any tax that might be demanded within the framework of this agreement, assuming that he is able to justify he is in good standing and up to date vis-à-vis administrative and tax authorities; otherwise, and in accordance with the law, WWF is obliged to withhold at source on the amount of its services or fees / bills, the percentage to be paid to the taxes authorities. For the particular case of non-resident consultants, the consultant is subject to the payment of the Tax on Income from Non-Resident (under Article 01.01.14.'s Tax Code CGI) up to 10% (or 5 % if based in Mauritius). A remark on this tax should appear in the financial offer.
 
The consultant will be subject to WWF management procedures at all times.
 
  1. Payment of fees
Payments will be made in three installments as follows:
 
(i)            30% of the total amount of fees, upon submission of deliverables a) and b), and their acceptance by the Supervisor; and submission and approval of an invoice detailing services rendered;
(ii)           30% of the total amount of fees, upon submission of deliverables c) and d), and their acceptance by the Supervisor; and submission and approval of an invoice detailing services rendered;
(iii)          40% of the total amount of fees, upon submission of deliverables e) and its acceptance by the Supervisor; and submission and approval of an invoice detailing services rendered;
 
The invoice must contain the following information: name and address of the consultant, invoice date, unique invoice number, amount of fees free of charges, amount of taxes, service rendered, deliverable and/or number of hours charged, period in which service was provided, bank details.
 
WWF cannot grant in advance honorary fees. Though, field trip expenses, in accordance with WWF procedures, are payable in advance once the consultancy contract established.
 
  1. Fraud, corruption and conflict of interest declaration

  1. Ethics
Candidates must respect the professional rules of conduct without any reproach in the conduct of its mandate. Furthermore, the contractor will ensure not to tarnish the image of the WWF execution of its mandate. WWF gives the right to terminate the agreement in proven cases of misconduct that can harm the WWF.
