ASSESSING THE FOUNDATIONS FOR DELIVERING A SUSTAINABLE BLUE ECONOMY IN THE SOUTH WEST INDIAN OCEAN

The coastal countries and communities of the South West Indian Ocean (SWIO) face a perilous future resulting from the degradation of coastal and marine ecosystems driven by destructive fishing practices, overfishing, habitat conversion, pollution, sedimentation and climate change.

While many of the marine ecosystems of the SWIO have hitherto been in relatively good health due to comparatively low impacts over large areas with low populations and economic and/or industrial development, critical ecosystems such as coral reefs are now deteriorating, and regulation and redirection of economic activity is essential for sustainability in the region.
This report assesses the foundations for a Sustainable Blue Economy (SBE) in the SWIO, defined as Kenya, Tanzania, Mozambique, South Africa, Madagascar and their respective maritime areas (Exclusive Economic Zones, or EEZs). Based on a literature review and gap analysis, the report provides ‘state of play’ (focused on governance, policies and regional initiatives) and SBE finance landscape assessments, generating two sets of recommendations. The assessments were complemented and informed by some 30 expert interviews and a series of eight case studies on SBE initiatives across the SWIO region.
